Master of Orion 2 Negative Money Glitch?

I still continue to play MoO2 to this day, even perhaps having had it for countless years now. But there is only one problem which I have ever run into with this game: Every time I grow my empire to be so large, and my annual BP income reaches around 20,000 BP or so, it automatically flip-flops and becomes a negative balance. So, for some unforeseen reason, instead of producing 15,000 BP or 20,000 BP or however much, I am instead incurring -15,000 or -20,000 BP -- which means that I am losing that money instead of gaining it. I cannot figure this glitch out. The patches have not worked to correct this bug. Is there an explanation of this glitch, or a reason for it? Is there a way to correct it?
