How would I go about attempting to get something expunged from my driving record?

I have two driving with a suspended license on my record. Note that I never got a DUI, one was for not paying a traffic ticket and one was for driving while it was suspended. I haven't had anything else on my record for the past four years. Is there a certain criteria that is followed to expunge something or does the judge take it on a case to case basis?
