Does a military General have the power to promote others?

the answer is no. a general only has the power to recommend a promotion, and if he does, he cannot sit on the review board. you have to go before a review board of 5 generals, who make the determination based your education (masters degree), which is a requirement and your proficiency rating in how you perform your military duties, which must be excellent. then the board makes their decision on your promotion. hope this helps.
